Two Ordinary Resolutions have been put forward to the 2015 Camanachd Association Annual General Meeting which takes place at the West End Hotel, Fort William on Friday 27 November 2015.
The deadline for submission of proposed amendments to the Memorandum, the Articles of Association and the Rules of Play for consideration at the 2015 AGM has now passed. There are no Special Resolutions going forward to the AGM.
Newtonmore Ordinary Resolution
Newtonmore have put forward an Ordinary Resolution which would mean that two-team clubs would not be able to play any of their “named ten” player pool players in any second team matches.

Each two team club shall submit a list of ten recognised First Team Players (The Player Pool) who will not be eligible to play in any National Reserve Cup Competition (Sutherland, Strathdearn, Bullough). Any two of the ten players named in The Player Pool can feature in a league fixture for the reserve team. There is no restriction on how many times a ‘named player’ can feature in league fixtures for the reserve team over the course of the season.

Each two team club shall submit a list of ten recognised First Team Players (The Player Pool) who will not be eligible to play in any league or cup competition for a reserve team.
The reason for this is twofold:
- At the moment it is working against the policy objective of the Association to develop young players.
- It is potentially distorting lower league results. The rearrangement of matches as the season went on gave some reserve team clubs a huge advantage with 1st teams being idle. Already able to call on 1st team pool players they were then able to call on international standard players to strengthen their 2nd teams.

Kilmallie Resolution
Kilmallie have put forward an Ordinary Resolution which would allow the National Division runners-up gain automatic promotion to shinty’s top flight at the expense of the club which finishes in second bottom place in the Marine Harvest Premiership.

The two teams with the least points at the end of the season, or the poorer goal difference if teams are equal on points, or the least number of goals scored if goal difference is equal shall be relegated to the National Division. If three or more teams are equal on points, goal difference and goals scored in the head to head will determine the outcome.

The team finishing with the second highest number of points, or the better goal difference if two or more teams are equal on points or having scored the greatest number of goals if goal difference is equal shall be promoted to the Premiership

Notes to Changes to Bylaw 3.10.3 National Leagues
Kilmallie Shinty are seeking to change the bylaws relating to promotion and relegation from and to the Premier and National Leagues for the following reason.
Kilmallie finished second in 2015 National League and are now required to play off with the second bottom team in the Premiership to determine which team will play in the 2016 Premier League. Kilmallie played their last league match on 26 September and have been advised by the Camanachd Association that the play-off match will not take place earlier that 28 November 2015, a period of 9 weeks. Indeed there is no guarantee that the match will take place on the 28th November, weather may delay it further. There are several reasons why this situation has occurred but the obvious one is the difference in the number of teams playing in the Premiership and National league. This season The premiership have six more matches than the National Division and ,factoring in weather postponements and delays in league fixtures due to cup matches it was inevitable that this problem would occur. The Boards failure to deliver the structure presented by Newtonmore and Kingussie at the 2014 AGM and its decision to implement a structure that nobody voted for has brought about a league structure that is unjust and extremely favourable to the Premiership side in the play-off. Kilmallie have no further fixtures while the Premier league side have severable fixtures outstanding and will be able to keep their team active. The cost of providing indoor training facilities during the 9 week period and, if possible, playing friendlies will be in the region of £1000. Will this happen again? Yes it will, as long as the board continue with a ten team Premiership. There will be the difference in fixtures between the two leagues. Is that acceptable? Will it be your club next season, maybe it will be Kilmallie again. What is unacceptable is that clubs be expected to meet this extra cost year after year and that is why we are proposing that the play-off match be removed from the 2016 fixture list and that the bottom two teams in the Premiership be relegated and replaced by the top two teams in the National Division. Member Clubs and Associations are now invited to submit counter proposals or proposed amendments to these Resolutions. Any such submission should be received by the Camanachd Association no later than 5pm on Friday 30 October 2015.
Any additional Ordinary Resolutions plus Nominations for the appointment of Board Director will be circulated to member Clubs & Associations along with formal notice of the meeting on 12th November 2015.
